Added Identity Verification for credentialed users. See the Identity Verification user guide for details.

A new authorization model that enables TLD Managers to define more than two approvers, and configure approval thresholds based on the type of change requests.

An Application Programming Interface (API) for TLD managers to submit change requests and manage the change request lifecycle.
Changes to shared glue address records no longer require consent from all impacted TLDs.
Additional checks within the existing technical name server requirments, such as the enforcement of network diversity for IPv6 networks.
